Almost looks like an official Apple peripheral.  They got all the details right from the beige to the thumbscrews on the connector.

This is the "NUMERIC TURBO" by Assimilation, Inc. Introduced at MWBoston 1985 for $50...

Speculation, but they could be to make room for the vertical and horizontal wheels which track ball position. (Discs with holes in them, which interrupt a light beam when rotated).

Yes, that is what they are for.  Had something like that on a trackball we used back in the early 80's on military equipment.
